PEACHTREE CORNERS, Ga. — June 2026 — NAC International Inc. (NAC) announced it has begun execution of two U.S. Department of Energy (DOE) cooperative agreements under the DOE HALEU Transportation Packaging Program to support the development and expansion of transportation systems for High-Assay Low-Enriched Uranium (HALEU) fuels. The awards will help strengthen the domestic HALEU supply chain by advancing transportation solutions needed to support the deployment of advanced nuclear reactors.

Under Topic Area 1 (Award DE-NE-0009540), NAC will develop the NAC-HTP (HALEU Transport Package), a new Nuclear Regulatory Commission (NRC)-certified Type AF transportation system designed to safely, efficiently, and economically transport commercial quantities of fresh HALEU oxides, metals, and finished fuel forms, including TRISO compacts and pebbles, by highway, rail, and sea.

Under Topic Area 2 (Award DE-NE-0009541), NAC will modify its proven OPTIMUS®-L transportation package to expand its capabilities for transporting commercial quantities of reprocessed or down-blended HALEU oxides, metals, UF6, and finished fuel forms. The project will include amendments to the OPTIMUS®-L Type B(U)F Safety Analysis Report and the issuance of a revised NRC Certificate of Compliance authorizing these additional HALEU payloads.

Together, the projects represent complementary approaches to addressing both near-term and long-term HALEU transportation needs. The OPTIMUS®-L enhancements build upon an existing certified and operational transportation system that has supported shipments for Project Pele and Antares HALEU TRISO compacts, providing a practical solution for emerging transportation requirements. At the same time, the NAC-HTP project will establish a transportation package specifically designed to support the long-term growth of the advanced reactor fuel supply chain.

DOE’s HALEU Transportation Package Program is intended to support the development and NRC certification of transportation systems needed to move HALEU materials safely and efficiently throughout the nuclear fuel cycle. Both NAC projects align with national efforts to establish a secure, resilient, and sustainable domestic HALEU infrastructure capable of supporting the next generation of clean nuclear energy technologies.
